Lists the actions an `mcp` tool exposes, read from its server's `tools/list` with the tool's `mcp.headers` resolved server-side: each action's `name`, `description` and `input_schema`, as a model bound to the tool sees them. `actions` and `denied_actions` apply, and a `preset_parameters` key an action's schema declares is removed from that schema. Other tool types are `400`. The server answers its whole listing in one call; `limit` and `cursor` page what it returned, in its order.
Authorized as a call (`tools:CallTool`), since listing reaches the tool's server with its credential.
