List a tool's actions

/api/v1/tools/:tool_id/actions

Lists the actions an mcp tool exposes, read from its server's tools/list with the tool's mcp.headers resolved server-side: each action's name, description and input_schema, as a model bound to the tool sees them. actions and denied_actions apply, and a preset_parameters key an action's schema declares is removed from that schema. Other tool types are 400. The server answers its whole listing in one call; limit and cursor page what it returned, in its order. Authorized as a call (tools:CallTool), since listing reaches the tool's server with its credential.

VALIDATION_FAILED — the tool is not an mcp tool; or MISSING_TOOL_CONTEXT_KEY — its mcp.headers name a {{context:}} key, which this read has no tool_context to resolve.

Forbidden — the caller lacks tools:CallTool on the tool, or the server's address is blocked by the deployment's egress policy (TOOL_EGRESS_BLOCKED).
