Offers one of the project's resources to another project — or, with `grantee: "*"`, to every project — with the listed actions. The share grants nothing until the grantee accepts it. `grantee: "*"` is refused with `403 PUBLIC_SHARES_DISABLED` unless the deployment sets `SHARES_ALLOW_PUBLIC=true`.
