Restore an archived playbook version

/api/v1/playbooks/:playbook_id/versions/:version/restore

Writes an archived definition back as the playbook's live one, which archives it again as a new version rather than rewinding the counter. Restoring the definition the playbook already holds is a no-op. The caller authors the new version, checked as on create.
